How do Korean name meanings work?

Pick the sound, then pick the characters. That's the whole system. Daily Korean is written in hangul, and a name's hangul is its surface. At registration the parents fix the hanja, and the hanja fix the meaning. 민준 with 敏俊 is "quick and talented"; the same sounds with other characters make a different claim.

Meaning lives in the characters, not the syllables. Parents pick characters first and read the sounds off them. That's why a plain list of Korean names tells you so little: without the hanja, you don't know what the name asserts. Every row above shows the characters, so every row answers the question a list can't. If the term is new, what a morpheme is takes it from the top.

One more layer runs through the system: the generation stone. Families often give every child of one generation the same first syllable, the dollimja, so Ji-hun, Ji-ho and Ji-hyeon announce themselves as cousins. Can two Korean names sound the same but mean different things?

Yes. Homophone hanja pairs are everywhere, and the meaning changes with the writing. Walk one pair slowly. 지 is written 智 for "wisdom" or 志 for "will": Ji-ho can be "wise and vast" or "willed and vast" depending on that one character. Same sounds, different claims.
